Hi there. If the toe is itching it is most likely athlete’s foot or dry skin.  Both can produce serious scratching, red ,flaky patches and peeling, cracked skin. Usually called tine pedis, athlete’s foot can result in red, burning, scaly itchy feet. Most common cause is perspiration, careful hygiene and regular use of antifungal creams should alleviate the symptoms. meanwhile wash feet with an anti bacterial soap, dry feet after showering, apply antifungal powders and creams to absorb excess moisture. Use rubber sandals when using public pools  etc.
If these measures fail, consult a podiatrist for any other cause of the symptoms.
Take care.

My first thought would be a fungal infection. Try an antifungal cream
