Broken toe possibly nonunion after 4 weeks wearing ortho boot

In my X-ray the dr diagnosed this ; Findings: There is stable alignment of the 4th proximal phalanx fracture. There is overriding by less than a millimeter. No angulation can be seen. The adjacent bony structures appear unremarkable.

4 weeks later with a boot , I was massaging my toe with arnica and I still here a little pop like a loose bone Can it be that the bone has not sticked to the  other bone and it’s a non union , please share your experience
I feel like instead of my toe getting better it’s just the same .
It’s no longer in pain
