Yes, it can/does happen. I just spoke to my PT about it last week as I am having pain in my opposite shoulder as well.
She said it's because I am using the 'other' shoulder so much, compensating for the lack of use of the bad shoulder. . "Overuse" was the word she said. And that I MUST start excercising and stretching it IMMEDIATELY or it too will become frozen.
So YES YES YES, it does and can happen (even a few months later)

It's possible. What underlying conditions if any do you have in your shoulders? I have had 3 shoulder operations and this is one of the things they warned me about happening if I did not follow all of my therapy after the operations.
