Shoulder/Arm Issue

I have an issue with my left shoulder/arm where I can't seem to let it rest to the side. It's difficult for me to walk, my arm has to go up or rest on my head. When I try to push my arm down with my other arm, I feel resistance and it feels stiff. Do I have frozen shoulder? I was wondering if anyone else has this issue or knows what it is?
