I'd like to welcome you to the Pain Management forum. Although none of us are doctors, we all suffer from chronic pain for many different reasons.
Runningmom has given you some good advice. And mine is the same. He may wish to get a surgery consult just to see if an orthopedic surgeon could help him. And if his pain meds aren't working for him, he needs to let his doctor know this. The doctor should adjust his meds to either a new medication or increase his dosage. That would be up to the doctor. But if he never brings it up, he'll never get relief.
Good luck and please keep us all updated on how he's doing.

I'm so sorry your husband is going through this hard time. If he is not getting enough relief from the pain medicine, he needs to tell his doctor, so they can decide what to do next for his knees. Is your husband at a pain management clinic? If not, it may be best for him to maybe go and check one out. I know my pain management clinic deals with knee pain. If your husband has been on the same dose of oxycontin for some time, his body maybe getting use to the dose and therefore will need to be adjusted by the doctor. I don't know anything about his condition, but I do know what it's like to live in severe pain that is unmanaged. Thank you for being supportive of your husband. I'm sure he really appreciates it. Good luck and I hope he gets the relief he needs.
