Help with 7 year old

My son is in second grade and never has a good day. He thinks to obtain friend is to bully. I have spoke with him several times about the new bullying laws and it does not phase him. His teacher calls everyday and with his step father he feels he can rule and majority of the time he is sucessfull. He asked for something ex:mom I wanna eat now ok son its almost ready and over and over until its done. Tell him to straighten up his room and he places all items under his bed or closet. skips his least favorite hygiene steps and says there complete. When he ask for something that he does not need or i know he will disguard by the end of the day and i say no, he goes into wild why why and why with such attitude I cant bare it and so much more help.

what does this mean? The child successfully manipulates the stepfather? or the stepfather   can make the child obey?

This sounds like ordinary behavior for his age ,except for the Bullying and you could address that seriously with him.he does need some restrictions and help regarding doing that to other children. The putting stuff under his bed seems harmless its his room so relax the regulations on that ,and same with straightening his room unless it is really messy and dirty ,does it matter, ?If he is hungry let him have a healthy snack ie Fruit and cheese,before dinner , then he wont ask over and over. perhaps you are over reacting to a lot of these things , but do sort out the bullying .that hurts the other children and you need to stop it.
