Fever in newborn?

My three week old nephew has a slight fever of 99.7, a runny/stuffy nose and a slight cough. My sister is very worried and wonders if she should take him to the doctor tomorrow or maybe the ER tonight? This is the first baby in the family in a while, and we don't really know what to do. Does anyone know how high a fever must be to be considered serious? Also, can you please give some tips on making the baby more comfortable and easing his symptoms. Any help would be great. Thanks!

Thanks for your advice! To answer your questions, yes he is breastfeeding, and no, there are no other children in the house. We did call the doctor and he said he could have an ounce of water to stay hydrated. His fever is gone today and he feels much better. Thanks again!

It is possible the fever has subsided now, with a new born it would always be advisable to take him to be checked out, sounds like a cold, has he got siblings in the house go to daycare or school as they do bring a lot of colds in. Suction his nose out to keep it clear so he can breathe okay as that causes discomfort,keep an eye on the cough.Lots of fluids Doc may reccomend some boiled cooled water, is Mom breastfeeding?
