my toddler has chafing on his penis

my son is 3 and still in pullups hes developed like a pink rash or chafing on his penis right below the head what can i do? it hurts him when he takes a bath and i haven't put anything on it because I'm worried about ruining something down there I know I can't put like diaper cream or neosporin on it is there anything else I can use?

Firstly start the potty training as this wont go away other wise..remove the pullups get him into big boy underwear, vaseline is soothing for many chaffing conditions if it gets worse ask the Doctor.
