Yes, if it has sperm in it. The way pre-ejaculate would get sperm in it is if there is some sperm in the urethra from a recent ejaculation. There is folklore that if a guy ejaculates, but then pees, it will clean any remaining sperm that stayed in his utethra away. But he would need to pee several times, to be sure. This is why a couple having sex, and the man ejaculating outside of the woman's body and wiping his penis off, and then him getting another erection and putting his penis back into her body, is a bad idea. The sperm from the prior ejaculation are not all gone from his urethra, and can take a ride in the pre-ejaculatory fluid right into her body.
