Did s/he mean that the baby implanted low in the uterus, maybe close to the cervix? I think s/he was talking about the physical location of the embryo within your uterus. Call the doc and ask for cclarification.

But they said the sac is there but is not on the top i lost 2 before i have no babys.

My sac was very low also and I misscarried at 5 weeks

I'm thinking the Dr means low chance tht implantation is guna occur which means the sac may not make it to the uterus wall which means no baby... I'm sorry. God bless you.
