I think I have finally got all the ideas put together and can definitely do it on my budget from what you guys suggested. Thanks a bunch! :)
You can go to ross or big lots they have alot of cheap cute stuff. You could do little sandwiches, hot dogs, maybe chicken, fruit salad, green salad, macaroni salad, potato salad, maybe make some rice and beans? There's alot of cute things at the dollar tree you should also go on youtube and search up do it yourself decorations.
I planned a baby shower for 40 on a $60 budget and still had money left. We had juice no soda, ordered pizza (I had a coupon for a huge party pizza) I got the plates, cups, utensils, decorations, game items, and party prizes and favors at the dollar store. We did a coed party we had a prize for a woman, man, and child I did a cinnamon candle for the woman, a screwdriver multitool set for the guy, and coloring book and crayons for the child. For the party favors I did a moisturizing lotion (that has no scent), travel size Kleenex, and a small picture frame. The best thing to do is see if you can find coupons for any items you'll be purchasing or just buy more items at the dollar store to save more.
Bubble bath fruit punch, babies in a blanket, large salad, chocolate fountain with fruit for dipping. Fruit tray or fruit bassinet, veggie tray.Fun games are ice baby, guess the belly size, give 10 minutes for everyone to make playdough babies choose your favorite baby, trivia, guess the price for each baby item who ever has the closest total to the real total of items wins. Im going to do a few games with 5 or 10 dollar gift cards as prizes.

My sister found some great deals on prizes at big lots if there's one in your area, mostly perfume sets but all under $5 or so. And you can do fruits and veggies with dip for snack idea.
Like I said, I'll be getting decorations and party supplies from the dollar tree and if I can find prizes for under ten dollars each I don't see why I would have to spend that much. Thank you for all the suggestions! I will probably check out the holiday deals :)
$100 baby shower I'm not sure if that'll get you everything you need for that amount of people. When you said a small shower I was thinking no more than 12. You might be able to get hamburgers and hot dogs, a few ballons, napkins, some cheap prizes, and drinks for that amt of money and people.
Bath & body works has awesome sales around December for pocket sized lotions and hand sanitizers plus a bunch of other awesome stuff. You can take $20 or so and get tons of stuff and you can wrap them in cute baby themed wrapping and each winner can just randomly pick a prize.
Also for food, finger foods are best. I say go BBQ. With a grill you can make lots of yummy foods for cheap. Such as hot dogs, hamburgers. Or you can make it a pot luck where everyone brings a side dish to help lessen the burden.
