Dilation but no contractions?

Is it normal to be dilated to a 2, but not be having contractions? Im in the hospital because im 32+2 and my little baby believes he's ready so their trying to make sure he gets the shots he needs.

Very normal. You are not in labor til you are dilating at least a cm per hr.

Yes, it's very normal, but normally you aren't in labor. For my first, I was dilated at 2cm for over a month, and I had to finally be induced at 40+6 because I didn't go into labor on my own.
