Nipple question

So I've been noticing dry skin or something on the tips of my nipples. I pick it away and the next day or so it's back. I looked online and some women say it could be dried colostrum.  I'll be 17 weeks Thursday, I thought maybe it's way too early for me to start secreting anything from my nipples.  Anyone else have thus happen to them?

My nipples get dry and itchy. So sometimes if I scratch it, I can see dry skin flaking off. I rub a nipple balm to moisturize and ease the itch at night.
