If you are asking if the DNA has proven that he is the father and he signs his rights away as the father is he still financially responsible? I would believe so. Typically signing your rights away as the parent means that you have no intentions of making your physical self presence in the child's life, however I do believe the parent still has financial responsibility of the child unless otherwise agrees by both parents and domestic relations court.

Well. In ARKANSAS, a father can sign his rights over and be free from visitations or any rights to the childs life. HOWEVER, if he does this the mother can still file for child support and he is still financially responsible. Nowhere in the U.S. can a man sign away rights and get out of child support EVER.

I believe he can sign over rights no matter what. But don't take my word for it.
