I do taxes in oklahoma but federal taxes are the same everywhere. As long as the baby is born by 12/31 of that year then tou can claim then for the year the born. It doesnt matter if the baby is a few weeks old or 10 months old or whatever. You can claim then for the year they are born in.
I know for sure that in NC as long as the baby is born on or before December 31, they can be claimed on your taxes.
Texas doesn't have a state income tax, so you'll be dealing with the IRS for income tax.

You get the full $1000 credit for your baby, no matter when your baby is born during the year. So if your baby is born late December, you still get the $1000 off your taxes due.
