Bumps around penis, but no on shaft or head. Harmless or STD?

Dear Doctor,

A few monthes ago, around May I started getting these small painless bumps around my genitals.  They are pink/red and have a glossy/waxy coating on top of them.  Most do not have puss in them, but on some rare occasions I have seen some with a small amount of puss in them.  When I pop them, they seem to remain there, but form a glossy coating like the rest of others.  I shave my genitals, I have for years.  But I have never had these kind of bumps that last this long, and this many all at one time.  I am starting to get a little worried.

To keep things honest, I had unprotected sex one night in January to a girl that people wouldn't exactly call a good girl.  It was a drunk night, and she was really into me.  So she might not be as bad as I think, or maybe worse.  But other than that one night, I always have protected sex and try to keep things clean.

These bumps just wont seem to go away, and there are some that have been there since I first began to get them (back in May).  I really hope this is just a bad case of razor burn, but here lately it has started to scare me a little.
Is it just ingrown hairs, razor burn, or potentially something worse?????

Note:  Ever since I have started to get these bumps, I have stopped shaving and went back to trimming so I don't open up and bust the bumps.

I can't say that for sure, but not likely.  Its not HIV or herpes, if that's what you are worried about.

You need to get it checked out.  I'm wondering if its folliculitis or molluscum, which you can get even when wearing a condom.
