Doctor advice regarding bumps and irritation

Ive been experiencing some discomfort and bumps on the bottom of my penis shaft on the loose skin, especially my circumcision scar line.

I've noticed a small bump for a month or two now that hasn't gone away. I brushed it off because there was no pain or anything associated with it so I assumed it was just normal weird skin on the scar line. This week the area has become much more irritated. All along my shaft, mostly the bottom there are very small white raised spots. When zooming in on pictures I see these are hair follicles as all of them have hairs coming out of them. However, the main bump is much larger and red. There have been a series of other bumps along the scar line that have appeared and gone away in this week alone. I also had two blistering eruptions come and go this week on my testicles, conveniently right where the penis bumps lay.

As far as the discomfort goes, it's extremely bothersome to wear underwear as it makes the head of my penis feel sensitive.

Other important info: I was diagnosed with HSV1 genital this year. My last sexual encounter out of my current partner was over two months ago. That was protected vaginal and unprotected oral (receptive). My only unprotected vaginal was about 6-8 months ago.

Also, I've been experiencing small white bumps on fingers and knuckles. These may be unrelated. I work with rough chemicals that give me skin rashes on occasion.

I'm extremely worried about genital warts. I don't know how I would explain them to my current partner. I can upload pictures if necessary. Could these also be related to the surrounding possible folliculitis?

I forgot to mention. There is a very distinct red line that goes down the bottom of my shaft from the large bump down to the base. It has been there as long as the bump I believe. I originally thought it was the urethra but it runs off slightly to the right along with the bump. I also have pretty bad jock itch from work (I'm in dirty and sweaty clothes for 12 straight hours at a time). The jock itch caused red lines and rashes all around my thighs and anus. The red line looks exactly the same as the others. I've never heard of a bump like this from jock itch though.
