Can anyone help?

Hopefully someone can help me out with my situation.

Around mid February, I had a one time sexual encounter with a woman.  I did use a condom, however when I finished and pulled out I noticed the condom had broke(first time this has ever happened to me.)  Fast forward a few weeks later and I notice one night while masterbating that the bottom of my penis glan looks to have dry skin.  For a week or so I tried to put lotion on the area but this did not help.  Since then the problem has gotten worse.  When my penis is flacid it looks normal but when I'm erect you can see that the majority of penis is red with some faint white areas, that look like dry skin, and then there are smaller flat bumps around this area.  I have not had one blister, pimple, or puss filled related bump.  All of these are flat and red and unnoticable when I'm flacid.  I have also noticed that there is a red bump on the underside of my penis shaft, right below the penis glan, that looks like it has dry skin on top of it.  I havn't been to the doctor yet because I did not have health insurance and couldn't afford it. My application is currently going through for health insurance right now.  So basically I've been freaking out since March and everything I read on the internet or pictures I've seen don't relate to what my penis glan looks like.  This has made me think I have everything from HPV, to syphillis, to HIV.  I even think I have tender lymph nodes under my jaw because I've been paying closer attention to them.  I know the mind can make a person freak out and it's totally working.  
So now I have a couple of questions:

1.  Does anyone have any clue what this may be or has anyone had a similar experience?
2.  When my health insurance does go through what is the best doctor to see?  Dermatologist?

Hi there -

I don't know where you are, but you can go to an std clinic (call your local health dept to find out where the closest one to you is or google std clinics in your area), or you can go to a Planned Parenthood.

Honestly, this sounds fungal to me - think jock itch, yeast - and not like an std, but you should get it checked.

I'm sorry, after re-reading my post I need to make some edits.

1.  When I say majority of penis is red, I meant majority of penis glan is red.
2.  About a month ago I developed a penny sized rash on my left forearm.  I put some hydrocortisone on it and it seems to be getting better although the it's still penny sized and dry.  Could this be related?
