bottom head of my penis its like right under the tip head w/e  like where it goes up you know how your penis has a tip and it curves up its on there its like a exact circle of bumps so its

at the top of the penis
at the bottom of the TIP/HEAD lolll

Well, that's why I thought fordyce spots, but you said it wasn't that.  Is this at the bottom of your penis, or the bottom of the head of your penis?  If its the head, then google pearly penile papules.

If you haven't had sex, it isn't an std.

If its molluscum, he got it in a different way, like at the gym or in the locker room or something.

You may have Molluscum contagiosum. I had it for about 6 months. You can go to dermatoligist to get him to check it out and give you a prescription to make it go away faster or it goes away naturally in about a year.

You can go to an std clinic for free or very close to it and get it checked.  You don't need your parents permission either.

You don't mention your age or your sexual activity, so I can't really give you an idea of what your risks are, but one thing you should check first is fordyce spots - google that and see if it fits.
