I Don't Want Any STD Risk, What Are My Sexual Activity Options?

ok, so because of past experience with genital warts, it makes me afraid to have sex again except under one condition: when I am in a committed long term relationship. I just dont want to deal with all the paranoia and annoying reoccurence of infection. Not worth it, in my opinion. Just like eating chocolate not worth it if it can get you diabetes, you know....Luckily, genital wart was my only experience with STD. I dont want herpes, i dont want HIV, and i dont want any other form of STD, including hepatitis B and C.

so fast forward to today, i dont have any GF (broke up with her in 2015), and my only sexual activity is just solo masturbation without any sex toy whatsoever, basically the most boring one you can ever imagine. I'm 100% clean from any other infection beside HPV because I got my blood test result 3 months after the last time I had sex with my ex-gf. i know you probably think im very paranoid but let's just call it precaution...

Now I'm interested/tempted to have better sex life again but I do not want any risk of getting STD, not even 1% risk. Im thinking of getting into massage parlour occassionally before I find another GF but I just want to know what are the risks that might occur...I have done my research in google and even bing, and apparently all the doctors with names, including Dr. hunter here in medhelp, always say there's zero STD risk with receiving handjob. Is that true?

and how about receiving blowjob but with condom on, is there a risk there as well? As for kissing, i think there's still risk involved, which is HSV-1, in case the girl already has the virus in her body...right? Thank you.
