I don't know what it could be.  Maybe its razor burn, or stubble burn if one or both of you shave.

You should always check with your doctor if you have strange symptoms.

Is it a rush as in blood is rushing to the area, or a rash, as in you both are getting irritated skin, bumps, etc?

Its not sounding bacterial, but I wonder if you all are using condoms or lube.  Perhaps that's irritating you both.

You both do need to get checked by your doctors.

Does the rash appear straight after you've had sex? Do you use a condom?

It could be a bacterial infection that one of you is harboring (if it takes time ti appear), or it could be caused by friction (if it is more instant).

Have you seen a doctor?
