Lesions in mouth for years

For more than 20 years, been getting these warts or lesions that come and go in my mouth. Started after an oral encounter ~ 1995. No sexual intercourse, but kissing that likely transmitted something to me since soon after, developed a flesh colored lump with a white top on the underside of my tongue. This lump wasn't too large, but definitely noticeable. I kept rubbing it against my bottom teeth and it eventually broke open and bleed a bit, but eventually went away. However, lasting issues came about in the form of an odd sensation on the end of my tongue (sort of that odd pulsing feeling you feel when you injure yourself...it's a minor sensation, but has been there ever since).

Other lasting issues include the fact that I have continued to regularly get these warts\bumps inside my mouth that come and go rather quickly. In all cases, they're rather small, generally form on the soft tissues in the mouth, and usually last a few days and then go away. They generally are slightly raised lumps that look like Aphthous ulcers, usually flesh colored at the base with a white crown. I've seen them in the soft tissue under and around my tongue as well as at the back\top of my throat. Never have they been painful. They rarely last more than a day or two, and when they do go away, there is at times a residual raised area of tissue that sometimes takes a bit longer to clear. In some cases, I've had them disappear after eating (meaning they seem to be prone to breaking open and releasing whatever the fluid is inside them). In addition, I've on rare occasion had spots on my tongue that looked possibly like this same type of lump, but in the case of my tongue, they were painful.

I've been to doctors and had them tell me that what I have is either stress related or some sort of clogged\blocked saliva pouch. I'm not buying this as I've bad this condition for more than 20 years, and recently my wife and son also are experiencing these symptoms. This leads me to believe that perhaps whatever this is, has something to do with saliva and can be passed even through kissing or sharing eating utensils. My wife noticed a spot on her tongue that was actually painful. My son has had these lumps in his mouth that are similar to what I experience, although perhaps not as raised.

I'm very frustrated as I've had all sorts of STD testing via blood and urine. All that ever showed up in one test was positive HSV-1. I've got other health issues going on related to my liver, and recently some sort of urethra infection that is causing some erectile issues to contend with as well. But right now, what I'd really like to finally get figured out is these warts in my mouth.

We're unfortunately living as Expats overseas and medical care is difficult right now. And since I've never been able to get a good answer to understand what I have going on, I'm turning to these forums as a last ditch effort to figure things out. I have a picture of a recent lesion in my mouth I could share for someone to take a look at.
