I bought a pair of pairs from a woman they took ago a week to arrive
I splashed some water on them and heated them up and sniffed them
but then found out the woman has cervical cancer idk if its from hpv?
Doesnt hpv die quickly outside the body? Did I reactive it by heating it?

No, if they were in fact actually used panties, you can't reactivate what has died.
There is no risk here. By the time they got to you, anything on them would have died.
