Rash/Peeling Skin? Help? O.o

I'm really not sure what it is if i'm honest, most of the forum topics i've looked at point to simple skin irritation but I thought i'd better sorta verify it so yeah.

Just at the base of my penis, right around where the hair is growing (and in it to an extent) i've got this really painful sort of rash-type symptom, it appears as a rash, but then the skin seems to go dry if it's knocked or stretched etc. and then peels, it starts off dry-ish but does go very soft and the "rash" weeps slightly. It is extremely painful for a while when it does this but then eases off after about an hour to a dull pain, then the pain disappears completely after a few hours... Until the next time!

Just slightly worried really.

Also in my sorta groin area above the penis but below my waistband-line I seem to have what I can only describe as acne-type spots, just look like little white heads, not a real problem just distracting really. They're not particularly big or painful in any way at all. They tend to come and go, fairly widely spread, they weep a little if scratched then nothing.

Pleas help!

I agree, but you should get it checked out to rule out anything like MRSA.

none of that sounds like an STD of any kind.  The whiteheads might be um......whiteheads.  It is summer and we can sweat a lot down there and it would not be uncommon to get pimples in the area you described.  The other painful peeling situation MIGHT I emphasize might be herpes and I only say that because you use the word weeping.  I have what you describe from time to time after grooming in that area and that might be all it is.  You could also be noticing Fordyce spots which are completely harmless.  If you have a dermatologist or a urologist either one can tell you for sure but my guess nothjign to worry about but nobody here can diagnose you over the web.  I wish you luck does not sound serious regardless of what it is.
