Rashes (not itchy and no bluster) under the sk8n on palm at 5 weeks Are HIV Rash ?

6 weeks and 2 days ago I have sex with sexworker 
with condom.But I slip off condom. 1 week after intital intercourse  I feel pain my penis , need to frequently urinate and discharge  from penis. So I went to STD prevention and control  department.I take antibiotic and feel reliable. I also tested HIV and Syphilis that show negative. I was scared  and more anxiety.One month later I felt above symptom.I need to urinate  and 
pain my penis and no white discharge. I went to clincal again .They gave me medicine for  UTI. I also tested  HIV and Syphilis by HIV ab test  Result is non reactive. After taking medicine   I have rash on my palm under skin  no bluster  not itcy.  At six weeks and 1 days  I test HIV 1&2Ab,P24 Ag  The result value is   0.678   ( index value  >0.9)  So Non reactive. Is test is too early to test HIV ?   
So I have Questions 
(1) HIV rash is only symptom   ( I no fever no joint pain  no any other symptom) 
(2) My test  1 month and 3 days test and 6 weeks test are accurate? Which percent accurate? 
(3) At 6 weeks result value  low and high are associated with HIV risk? 
(4) Why does appear rash on my palm ?
