Can one reduce risk of contracting during oral?

I have read the information posted about the low risk of contracting STDs from unprotected oral sex.  However post do indicate there is some risk for gonorrhea, NGU, HSV-1.  For a man giving or receiving oral sex with a woman, other than a condom or dam (and abstinence), is there anything that can be done to reduce the risk of transmission of these diseases. Such as before receiving oral sex, have the woman consume a highly alcoholic drink. Or after receiving oral sex, washing and apply an antibiotic to the penis?

Don't risk it and don't be foolish, use protection.  There are bad bugs out there that you can get from oral.

No. Nothing will reduce a low risk unless protection is used.
