Could this be herpes, or something else?

O.K. I'll just get right into it. For the past 6 months, possibly more there has been a single bump on the shaft of my penis, it is on the side opposite my scrotum. Other than that two or three other bumps have appeared in this time, but none have swelled up, burst, and crusted over on their own. By chance I have been the one to pop these, but not on purpose (for example: I had been in the pool with boxer-briefs, and getting out they clenched up to my skin, I was pulling it away when i accidentally squeezed one of the bumps). While exposed the bumps hurt minimally, unless something touched them with a good amount of force. I don't ever feel itching, or burning. If I did not look at my penis I would never have even noticed this. However I have experienced painful urination; which at first meant nothing to me, because I have had kidney problems, and a large amount of kidney stones. I thought it was just another stone. Yes, I know this isin't the ideal place to ask someone to access what the problem is, but as a college student I cannot afford to take a real test. It would be about 350$ at planned parenthood, and I don't have that kind of money right now. Please I just want someone elses opinion. This anxious feeling has been with me since I first discovered this, and I really just want some sense of relief.
If it helps I have had minimal unprotected sex; once while I was drunk for maybe 15 seconds, but I stopped myself; I've done it once more with a girl who says she is clean. (I very recently asked, but its been about a year since my last encounter with her).]
Thank you

Tough to say, anything with herpes should be in the Herpes forum.

The good news is that bumps can be many things often not std related.  Do you shave in that area, if so it can be inflamed Hair Follicles. Could be boils, could be many other things. USE CONDOMS.
