Stinging Pain on penis and testicles

I have HPV. I get stinging pain on my penis and on my testicles. They come and go. The HPV is almost nothing a couple of small bumps on penis shaft thats it. I'm worried for the pain on my penis and testicles. Its a stinging pain.

I also feel on my penis really weird sensation, like sensitive sensation. When I pee I get a small burning sensation but nothing big very moderate. The weird sensation on my penis is very worrying. Like numb sensation. The stinging pain I get also around my penis and testicles like around my genitals area.

What could this be.

i am 17 when i pee my penis tip dosent hurt but when i pour water on it it stings like mad also this occurs when i touch it. this occurs around the penis tip and a  bit below. what could it be

It could be prostatitis or some sort of urinary tract infection. Time to go to the doctor... A general practitioner or urologist is appropriate.
