itching and mysterious mosquito bite like bumps on rim of penis.

So i'm about 20 years old, and in the past week or week and a half my penis, scrotum and my legs and pubic area all around have been itching, like dry skin itching, almost like it kinda itches and once you itch you just don't want to stop. Similar to the type of itch you get when one has poison ivy, in my experience. i just figured with the dry air and my new soap i'm using maybe it was dry skin, because i have dry skin itching on the back of both of my legs during the dry winter months. but then these two red bumps appeared on the rim of my penis almost symetrically on both sides of my head. they're small, they somewhat itch too, they are kind of rough on the top, they don't ooze, they aren't sore or hurt, and they aren't open sores or bleeding or nothing like that. they are just these peculiar little red bumps about the size of a pimple at first but now, they might be getting bigger i cant really tell if they're going away or if they're spreading, because they're not so much as bumps anymore they're just red things there. Ive had molloscum and i know that isn't what it is. i HOPE TO GOD its not herpes but i have a feeling it isn't. i've been trying to research all of this on the internet but i haven't quite found anything that looks or is described quite like this. I honestly don't even know if these bumps are related to the itching. I suppose now they could be described as mosquito bites after a day or so. they don't hurt when i put pressure on them. Can anybody help me out here.

Bumps can be so many things often not STD related, you would have to see a Dr.

I have the same too now and I have no idea what to do, please help me if you have found a cure or something.
