Unknown Discharge

Three months ago, I began sexual relations with my fiance and approximately two weeks afterwards began to experience a white discharge, swelling feeling at the very tip of the penis, and a slight tingling feeling inside the urethra.  I have seen multiple doctors and nothing seems to help.  Was tested for all standard STDs as was my fiance and both came back negative.  Antibiotics had little to no effect.  It seems to go away after approximately two weeks, however, sexual activity seems to cause it to return.  Is there some angle that I am not looking at?

I'm not a specialist but were you tested for fungal diseases?

I mean, it could be fungus, I don't know.
