Neosporin down there

It feels like I've Been split open down there and it hurts. Is it ok to
use a small amount of neosporin down there if it doesn't get inside?
Pls help. Thanks

As Butterfly has mentioned, the topical drug Neosporin is not intended for intra-vaginal use. So please do not use it. As the preparation contains powerful antibiotic agents and  if absorbed through the mucous membrane of the vaginal wall they may cause side effects.

Visit a doctor as soon as possible and start treatment. The doctor will know better which topical preparation you should use to relieve the itching.

Burning when you urinate sounds like a symptom of an infection or dehydration. Instead of guessing and trying to treat what you don't know, it's probably best to be seen by a doctor.
And, since you're burning down to the anus... then, I definitely think that you need to have a doctor check you out. But, try the tub soaks and see if that helps.

It burns when i pee or touch it. It feels the same
way on my anus.

I'm pretty certain that Neosporin is intended for topical/ external use only... not to be used on raw or blistered areas... and, most definitely not in or near the eyes, ears, nose, mouth and that would probably include anywhere near or within other openings within the body, like the vagina. Have you tried soaking in a warm bath?
