Sex w/ condom but not birth control pill

How likely is it that a girl will get pregnant one and a half weeks before her period if a condom was used but she doesn't use birth control pills

You know, condoms are pretty effective. But I'd hate for you to be in a situation where it falls off, breaks, anything like that. Make sure you always use a condom to protect yourself from STD's as well. But if this is your girlfriend you're talking about, talk to her about using another method of birth control.

Condoms are 98 percent effective in preventing pregnancy when used consistently and correctly. Keyword is correctly and because the female is not the one to usually use the condom, it really depends on this. The first-year effectiveness rate in preventing pregnancy among typical condom users on average is 86 percent. Usually due to it not being used correctly. 86% for first year effectiveness rate also includes pregnancies resulting from errors in condom use. Best practice although morally judgeable, females should purchase quality condoms and ensure proper use before sex. Don't ever base this on your menstruation cycle, because you will hear stories about when pregnancy happens. You could be the 2 percent although the stats show this is unlikely. Hope this helps....

but does the 99% refer to with or without a birth control pill

Tiny.  As long as the condom doesn't come off, or split, they are pretty damned effective.  Most also include a spermicide, as back-up even if a little sperm did get out somehow.

From what I remember reading, condoms have a success rate of over 99% - that means a couple, having regular sex for a year, using just a condom as contraception, will have less than 1% chance of getting pregnant.  Even when it fails, it's generally user error rather than anything wrong with the condom.
