I guess it depends, really, on who is doing the sucking, rubbing and touching. If the woman is not very enamored of the person doing the sucking, rubbing and touching, it will not arouse her sexually, it might just arouse her annoyance. But if the woman likes the person and finds all the breast stimulation exciting, they can seem a little fuller at least at the moment of the excitement -- blood flow to them might temporarily increase how big they look. If you are thinking this is a method for creating permanent growth in the breasts, it's not. (Unless, of course, one thing leads to another and she gets pregnant. Then she might see an increase in breast size for at least the duration of the pregnancy.)
