What exactly do you mean by "loose"?  Can you still get an erection?

Masturbation is not harmful (well, maybe if you are doing it several times a day), it did not cause this problem.

Blood pressure and heartrate may well be connected with this problem (the penis becomes hard by being pumped full of blood).  Possibly being underweight too, I don't know about that.

Viagra and surgery can both help.  I'd certainly try Viagra before even considering surgery!  However, if you already have high blood pressure,  I don't know if taking Viagra is likely to be a problem or not (I do know that Viagra was originally developed to be a heart drug, they only discovered in testing that it also had the effect of causing erections!)

You should go and see a doctor about this.  I guess you must already be seeing a doctor about your blood pressure, so go and speak to them and tell them you are having this problem.  Only a doctor can tell you for sure if it is related, and advise what the best thing to do would be.
