Does this always mean cancer?

If a person has a mole that doesn't have a smoth boarder (edges are not smooth). Does that always mean it's cancerous? Is it possible to have a "suspicious" looking mole and it not be cancerous?

Many many moles that do not have smooth edges are not cancerous and yes it is possible to have suspicious looking moles that are not cancerous.

A changing mole should be checked out.
