Can my 87 year old mother who's had a stroke recover to using a walker?

My mother is residing in a nursing home in a wheelchair. She has little rehab in there, because she's too tired to keep at it. She does try, but the rehab doesn't last too long because of her tiredness. She is immobilized on her left side, and can't balance herself to go on a commode. She cannot use the wheelchair on her own, since her left arm, hand, and leg are lifeless, so the rehab team there are telling her to use her right  leg and foot to wheel herself  which from what I see, seems virtually impossible. Does this look like she'll never be able to advance to a walker?
