Hi
Welcome to the MedHelp forum!
Any blister in that area should immediately be shown to the doctor since you have history of diabetes (it can just be a boil) and cancer. It can also be herpes or even genital wart. So please check with your doctor at the earliest. Take care!

When you say "white," is it fluid filled, or simply discolored? Is it raised or flat?
