My mother has tingling and numbness in her toes, is this serious?

my mother, 80, has numbness in her toes. mostly at night. She can move her toes, but they tingle and are numb. 2 toes are swollen, and she has a black spot on the side of her big toe. Any idea what may cause this, and advice on if she should get it seen right away? She has a doctor appointment in 3 days, but not sure if she should wait.

Background: She is being treated for high blood pressure, and has trouble walking due to osteoarthritis in her knees.

Does she have any other symptoms? Is she confused, does she lose her balance, does anything else hurt her, are her arms or legs also numb, is she having vision disturbances or having trouble speaking? If so, she should go the emergency room because if it's a stroke you don't want to wait on that.
