Yes, please consult a doctor immediately. This could be due to local skin infection with fluid oozing out. If not treated properly can affect whole limb and cause gangrene even. Especially, people with diabetes are more prone to it.
The other possibility is that you have pitting edema—a dent appears on pressing the swollen foot and leg. This can happen due to heart, liver and kidney causes—again dangerous. The skin can crack and fluid ooze out.
Please consult your PCP for immediate primary examination followed by proper referral.
