Rash & burning sensation on neck

I have asked two dermatologists and my regular doctor about this and all have said they've never seen this but don't know what to do.  I've been nervous to go see anyone else so I thought I'd post my symptoms here and see if anyone might have an idea.  

I have had a rash on the side of my neck that looks inflammed with white dots and has a burning sensation and is tender to the touch sorta like there is a lump there.  Its so hard to describe but that's the best i can do, lol.  I've had this for about 6 months and at times the sensations are more noticeable.

My dermatologist tried laser on it to eliminate the redness but no such luck as it is still there.  I'm 46 and I hate this because it is so noticeable and the only time it isn't is when I'm wearing a turtleneck.  And don't yell at me but I am a smoker (trying to quit) but scared that all this are signs I have cancer in my neck or something?  

Does anyone have any ideas????  thanks

A blistering or burning skin rash can be shingles or herpes infection. This causes blister like red thing, white dots on the rash, pain and itch or burning can be diagnostic of shingles. This can be treated with antivirals, anti allergic and anti inflammatory tablets. Please discuss this with your doctor.

Have you seen an oncologist? Or have any doctors ran tests on it to see if it was cancerous? And I would recommend quitting smoking fast, just in case, this way it does not do anymore damage. I recently quit using the patch. It worked GREAT!
