Shaking, dizziness, vertigo, anxiety, inability to concentrate

My husband has been experiencing strange symptoms for almost a week. For the first few days they were mild and not all at once. The symptoms included shaking in the hands, dizziness, vertigo, anxiety and inability to concentrate. The day before last he left work early because the symptoms started coming all at once and very intense. I got home from work a few hours later and he was shaking so bad he could hardly walk and had a lot of trouble bringing food to his mouth. We went to urgent care who sent us the the e.r. They ran all kinds of tests: blood work, ct scan, ekg, xrays and everything was normal. They sent us home. He slept fitfully and the next morning the symptoms were much worse. He couldn't drink from a water cup because the shaking was in his hands, neck and arms, couldn't walk without assistance and was vomiting. We went to another e.r. they ran the same tests plus an mri but ultimately said the same thing. All vitals and tests were normal. After checking around online we asked of it could be an inner ear problem. They said it's possible but they cannot check for that, to follow up with an ear doctor. Vestibular Neuritis fits all of his symptoms except the shaking which is the scariest and most prevalent symptom. He was prescribed valium and an anti nausea medicine. Both seem to help some but do not eliminate the shaking, vertigo or dizziness. He has been sleeping most of the time since we got home from the hospital. Does anyone had any insight as to what this could be? Could it be inner ear? Is it mental or physical or both?

I don't think that they tested for that. How would he get that?
