Without working out and just limiting your calories its going to be tuff. If you cut your calories to much in fact you'll just end up yo yo dieting so the best bet. Is to eat a normal balanced diet and burning off the fat through exercise.
Like Barb Says even just brisk walking or a light jog will help.
In general a combination of weight lifting, and cardio is good. Since when you build up tone and increased muscle mass your BMR increases and you will burn more calories whenever you use your muscles. Thus you will be able to eat more without gaining weight and will burn off fat more efficiently.
Comes to the point where you need to just accept that it will be easier, faster and healthier to lose the weight if you just exercise. So unless you have a good reason to not be exercising it would be a good time to start.

What type of diet are you on? How many calories/day are you eating?
Exercise is vital for both weight loss and toning muscles. Walking is always a good one to start with. Yoga is another -- my personal favorite....
