Vaginal 'irritation' one week before menses

Since the beginning of 2018 I've noticed an 'irritation' just below and to the left side of my clitoris. It's in the same spot every month, usually I notice the irritation a week before my menses. It's NOT herpes or warts. I would compare it to biting the inside of your mouth, a very small bite or scratch... 2-3 mm. It's very small and not raised, with very slight redness. It usually goes away in about 3 days unless I irritate it more by wiping with toilet paper. Anyone else have issues like this? Maybe, it's just dryness or irritation my washing or soap, but it's annoying and starting to concern me. Any help would be appreciated.
