I have embarrassing facial hair at 22

In the last year I started noticing a couple of black hairs on my chin, so naturally I just pluck it and moved on but in the last 6 months it has gotten worse I literally have two patches of facial hair on my chin and has spread to the space under my chin. The hairs are pluck able but it takes at least 20 minutes and it's getting really annoying. I've  finally swallow my pride and went to the doctor and to my surprises all he said to keep plucking it and leave it alone. I don't know if I should go to a gynecologist or seek a second opinion with a different doctor?

I don't think its nothing to be embarrassed about. Plucking I believe actually irritates it. Have you tried shaving it , it causes a little less irritation. Also a good soothing balm like aquaphor (not a lot just a little bit can help.)
