You should see a doctor (dermatologist would be best) to figure out if it's something like eczema or maybe a fungal rash.  In the mean time, there are several things you can do for chapped skin.  Don't put lots of soap on it.  Soap works by getting rid of oil, which sticks to dirt, and your skin needs some oil.  After a shower, when the area has had some time to soak, take a little bit of vaseline, baby oil, or moisturizing cream (get one that says "non-comedogenic" if you're prone to acne), rub a bit between your hands, and spread it over the chapped area.  This seals in the water that got soaked up during the shower.  If you do this on dry skin, all you get is greasy dry skin.  Fragrance free products are less likely to irritate the skin.  Also, things with dimethicone can help protect and soothe the skin a little more.  Eucerin (or its generic) might be a good place to start looking.

For the itching, you can get some hydrocortisone cream and apply that (don't over-apply it though, too much can cause skin thinning).  Taking benedryl at night can also cut down on the itching (at night to avoid feeling sleepy all day).

If it's fungal, the doctor might prescribe something like Nizoral or Mystatin ointment to get rid of it.  And since dermatology is especially difficult to give answers for over the internet, please go see a doctor who can get a good look at it.
