Hm, have you had a cardiac work up? I am sure that your doctors aren't morons but rather you are not presenting with easily to determine cause from symptoms.
Agree that dehydration can cause this and one doesn't have to exercise to experience that. You could be having a reaction to sugar or a reaction to no food. You could be having a panic attack (yes, those symptoms are associated with panic attacks). You could be having a neurological problem.
So, I'd have a cardiac work up first to rule out that end, then see a neurologist, then to a general practitioner for a blood work up regarding diabetes/sugar levels/hypoglycemia and finally a mental health professional for anxiety.

I don't exercise and the doctors don't know what it is. it has been happening for years. I live in a place with a bunch of moron doctors.
When does this happen? Has it happened more than once? What did the doctor have to say about it?
Exercising and getting dehydrated can cause dizziness, nausea, and fainting, and tingling can come along with hypoxia (not getting enough blood to your brain means not enough oxygen, which is what makes you faint). But really, without more info about circumstances, there's not much we can do with such vague symptoms.
