5 year old hurting cats and now a newborn

I have a 5 year old step son he lives with my wifes parents they legaly adopted him when he was about a month old kinda of a long story but anyway over the past 2 years or so he has been extremely violent towards animals. last january my wifes mother got him a kitten about 2 days latter we noticed that cat had a hard time walking we couldnt figure out what was wrong ,the next day i came into the living room and he had the cat by its throat choking it then slammed it on the floor, i had told my wife everything that i saw and she said he would never do that, about a year prior to this i also saw him run at full speed and kick my dog right in the face so ive been kinda watching him well this past summer my wifes mother was doing laundry she returned upstairs 5 mins latter to find the boy trying to drown the cat in there swimming pool she took him inside and asked him what he was thinking and he just laughed she gave him no punishment at all. now my wife and i have a 3 month old daughter the boy keeps trying to hit her in the face with things he tryed to run a match box car over her face then tryed to push her out of her swing i told my wife once again but still wont listen i am terrified this kid is going to hurt my daughter and i dont what to do by the way this is just a samle of what he has done there are about 30 other incadents with this child involving animals and people please help what should i do

someone, anyone needs to get him serious help. I was just reading a report from a psychologist about the traits of serial killers. ( not to scare you but so you'll know the seriousness), the srrial killers all had one thing in common and that was that they all hurt/killed animals. So talk to someone till you get answers.

The reason of why the boy doesn't live with the mother that I has been told was supposivly she was to young for a child and the father was abusing her and for her not to have to deal with him her parents adopted the child if this is true or not I couldn't tell you.     But as far as his agression goes my wife keeps saying its just a phaze but how far does a phaze go till someone is really hurt and suggestions on how to approach this

I'd say either the child feels rejected like the above said OR he could have some SERIOUS mental issues. It's one thing for a child to squeeze and animal NOT knowing they are hurting it. BUT to choke a cat, or try and drowned it, kick a dog in the face etc..... THEY KNOW what they are doing, and KNOW its WRONG. I really don;t see it being a rejection issue though. It started off pretty young. And he was with her parents SUPER young. I would get him checked out.

I think the chance are high that this child will hurt your baby.  He's in a rage - for whatever reason,  his mother gave him up to her family but is willing to have another baby that she keeps and raises with you.

What is the reason she's not raising her own child,  but making her parents do it?

I do think that he needs to be in counseling for rejection.

That child needs to see a doctor. That's NOT normal for a 5 year old. My son is 5. Sure he can get a little rough with US. When he knows we are playing. BUT around babies he's the MOST gentle, kindest kid. Wants to tickle them and pat there tummy, help feed them. He needs help
