If STD is totally ruled out (ie you never had sex), then the burning you feel at the tip of penis can be due to an allergic reaction (say to body lotions, condoms, soaps etc) or it can be a skin condition like eczema, dermatitis etc or it can be a fungal infection. Other than that it can be a simple bacterial infection or balanitis. Another possibility is inflammation of the urethral glands in the part of urethra that runs through the penis. A tingling burning sensation keeps on troubling and it is difficult to initiate urination. Treatment is by local application of antibiotic cream after retracting the foreskin and keeping good personal hygiene.

Sounds like a male version of a urinary tract infection. Or go to your local planned parenthood, they do see males as well for issues such as yours. It could be something more serious, but something that could be many things should be answered by someone who can test your urine.
