HIV is not transmitted in this manner. The virus becomes inactive almost immediately when exposed to the elements. You did not have any risk....even IF the shaver had been used on an HIV+ person.
No...HIV can only be transmitted from person to person by direct blood-to-blood contact (like if an infected persons' blood got into an open cut of yours), or through sexual contact. Unless that clipper was used on a HIV-positive person and that person somehow got their blood onto the clipper, then there is no chance of you being infected. I don't know how long the HIV 'bug' can stay alive/virile unless within a host but 15 hours is a long time, and I doubt the 'bug' could stay alive that long. If you're still concerned, just go to a sexual health clinic or a public pathology clinic and get tested :)
