Phlegm in the throat can be caused by post nasal drip and is very common.  Ringing in the ear(s) (Tinnitus) can be caused by certain medications or problems with the inner ear.  Did you address the ringing with your doctor?  It would be best to see and ENT (ear, nose and throat) doctor for this.  But I've had ringing in both of my ears for many years and have been told there is nothing that can be done.  I do take an antidepressant and that may be my cause.  Your's may subside in a few days, but I would at least get it checked out, I know how bothersome (although harmless) the ringing can be.  Hope this helps.

I had a number of panic attacks earlier last month. My left ear has been ringing ever since. I dont know if this has anything to do with the panic  attacks because I have had this before without anxiety.

It might be a condition called Tentenitis.
